What you were looking at here is a temporary one-way door installed to allow rats and squirrels out but not back in. This will stay up for a couple of weeks then it will be removed and sealed up.

Rat removal will be as simple as animal proofing the house and installing one-way doors. A lot of these houses in this part of Fort Worth are like that. Seems as if the builders left too many gaps.
